After you have completed 2 years living in Australia on the subclass 489 visa (in most circumstances), you are then eligible to be selected by participating states or territories (all except New South Wales and Australian Capital Territory) to meet their respective skills shortages.
Once you have received this visa, you are then obliged to live in the nominating state or territory for a minimum of 2 years.
